Policy Development Process
The structured workflow from research initiation through publication and legislative engagement.
Development Workflow
1. Problem Identification
The Institute identifies policy challenges that require legislative or regulatory attention. This may arise from research agenda priorities, legislative requests, or structural analysis of existing programs.
2. Policy Research
Comprehensive research is conducted to understand the problem, review existing approaches, examine empirical evidence, and assess potential solutions across federal, state, and local contexts.
3. Framework Development
Policy options are analyzed and evaluated. The Institute develops a detailed policy framework that outlines the proposed approach, legislative mechanisms, and implementation considerations.
4. Legislative Drafting
When appropriate, the policy framework is converted into statutory language. Draft legislation is reviewed for clarity, constitutional compliance, and technical accuracy.
5. Publication and Review
The completed research or legislative proposal is published through the Policy Library. Engagement with legislative offices, policy experts, and public stakeholders may follow.
Research Agenda
The Institute maintains a strategic research agenda organized around core policy areas. This agenda guides the selection and prioritization of research projects.
Retirement Security
Social Security solvency, pension system sustainability, and protection of retirement income.
Healthcare Policy
Insurance market regulation, patient protections, and healthcare system sustainability.
Public Safety & Justice
